Chairman John Schwarz called the meeting to order at 8:00 p.m. and the Pledge of Allegiance was recited. In attendance were the Town Board, Ed Wenig, Don Ruhland, Steve Woelfel, Marv Heinrich, and John Karls.
Public Comments: It was reported that the center line on Schneider Road was completely gone. The Board will check with the landfill as it is there duty to maintain that portion of the road.
Tim Lau made a motion to approve the minutes from the April 12, 2010 meeting, second by Andy Pethan, motion carried.
Andy Pethan made a motion to approve the Treasurers report, second by Tim Lau, motion carried. Chairman Schwarz advised the Treasurer to keep enough money on hand as the new tractor should arrive late May.
Andy Pethan made a motion to approve all bills presented, second by Tim Lau, motion carried.
Communications: A request from the City of Chilton to again help sponsor the annual Waste and Recycling field trip was received. Andy Pethan made a motion to pay the City $50, second by Tim Lau, motion carried. John Karls reported on the prices of gravel for shouldering. It was decided to get gravel from the Michels and Krepline quarries. Ledgeview Park is promoting giving money to an endowment fund. After discussing, it was decided more information is needed. Andy Pethan made a motion to not continue the property look up feature as Associated Appraisals requests the Town to pay $16.26 per month, second by Tim Lau, motion carried. The Board decided to again be part of the State salt bidding contract.
After reviewing alcohol applications Tim Lau made a motion to approve all applications for publication, second by Andy Pethan, motion carried.
Since the State and the Wisconsin Department of Revenue told the Town Board paying resident homeowners was not legal, Tim Lau made a motion to rescind the motion made at the January 2010 meeting that was to make one payment per household of $2500 from the landfill tipping fee to each owner/occupied household based on January 1, 2009 statistics, second by Andy Pethan, motion carried.
Discussion took place on possibly paying some of the taxes, such as the Fox Valley Tech levy and the County and State levies. The County Treasurer needs to be contacted as well as the Wisconsin Department of Revenue to find out procedures to do this.
The boundary agreement with the City of Chilton was not acted on.
Andy Pethan made a motion to adopt ordinance 2010-1, which states that the Treasurer and Clerk positions will be appointed by the Town Board rather than elected, second by Tim Lau, motion carried on a 3 vote YES and 0 vote NO. This ordinance needs to be passed by referendum vote on November 2, 2010 before duly enforced.
Andy Pethan made a motion to approve the following snowplowing policy: The Town of Chilton will not plow or sand any privately owned yards or driveways unless it is an emergency called in by the Sheriff or authorized personnel. Second by Tim Lau, motion carried.
Roadwork: The paper work for the prevailing wage is completed to grind and repave Elm Road. The Board will check on protocol for soliciting bids on this job.
Property changes: Hickory Meadows Landfill has removed a house. Lee Bjork-addition to house.
Tim Lau made a motion to adjourn at 9:50 p.m., second by Andy Pethan, motion carried.
