Town Board Meeting
Chairman John Schwarz called the 2017 Board of Review to order. Tim Lau made a motion to adjourn until May 9, 2017 @ 3pm, second by Andy Pethan, motion carried.
Chairman John Schwarz called the meeting to order at 8:00pm and the Pledge of Allegiance was recited. In attendance were the Town Board, Daniel Woelfel, Ken Rach, Phil Schneider, Tom Schneider, Marvin Ecker Jr., Elroy Schneider, Jesse Schneider, Glen Kees, Berry Loose, Terry Fesing, Jim Casper, Dan Hedrich, MarJean Hedrich, Amy Conwell, Marvin Heinrich and two members of the press.
Public Comments: Many in attendance used their 3 minutes to support racing at Gravity Park.
Comments include that there is a loss of tracks to use. Gravity Park has been there 17 years. Money generated for the area is a positive. A four-wheel drive club has used the track as well as local racers and it has taught them mechanics, communications and ingenuity of ideas. One former racer would love to see it come to Chilton as him and his son raced and it was a great activity. Noise is known to be an issue, but compare a race track to a factory, landfill and others. They all create noise. It obviously needs to be done right, but they believe it would be great for the area. Many years of friendships of race fans is possible and has happened at other tracks. Calumet Sno-Trails supports the idea of racing at Gravity Park. When asked what comes next or why the Town does not approve it was stated that the Town is only enforcing their zoning ordinance that was approved on February 27, 2012. Bob Schneider has been informed of the next step to take. It was asked if the zoning can possibly be changed and the Town replied that it is possible, but it is a hard and slow process.
Tim Lau made a motion to approve the minutes from the April 10, 2017 meeting, second by Andy Pethan, motion carried.

Tim Lau made a motion to pay all bills presented, second by Andy Pethan, motion carried.
Communications: Delta Publishing requested permission to use the Tri-County News as the Town of Chilton’s official newspaper. The Board explained that the Town does not use an official newspaper but they could advertise as the Town of Chilton uses the Tri-County News for all legal notices that require publication. Andy Pethan made a motion to pay the City of Chilton $100 for the annual grade school recycle field trip, second by Tim Lau, motion carried. Upcoming meetings were discussed.
Estimate to replace the concrete in front of the Town shop was reviewed. It is a 30’ X 100’ pad. 6 door posts would also be replaced for a cost of $17,500. An additional $3500 would be for taking the old concrete out and hauling it away. The Board did not take action on this proposal. Clerk was advised to put in on June agenda.
A request for an ordinance to let golf carts use designated roads in the Town of Chilton was reviewed. A model ordinance and information from the Wisconsin Towns Association was provided. State Statute 349.18 advises Towns on how to proceed. The Board agreed to have an ordinance drawn up for next meeting. The Town will have use appropriate signage on designated roads.
A request for an ordinance to allow ATV’s to use Town roads was reviewed. The Sheriff’s office does not promote these ordinances. All roads would have to be signed appropriately. The Board agreed to have an ordinance drawn up.
Much discussion took place on purchasing a new tandem truck and snowplow equipment. Tim Lau made motion purchase a Freightliner truck with a stainless-steel box and Casper snow plow equipment at a price of $171,028, second by John Schwarz.
Roll call vote: Lau and Schwarz - yes. Pethan – no.
Roads to be seal coated will finalized after bids are received.
Comp time will be allowed for the Road Patrolman if he is required to work Saturdays or for call out hours. The Handbook will be changed accordingly. The required lunch break was reviewed. The Board agreed not to change it at this time.
A driveway permit for Northline Industries was signed and approved.
Andy Pethan made a motion to bundle the Town Hall phone and 7M speed internet through Frontier on a 2-year contract, second by Tim Lau, motion carried.
Andy Pethan made a motion to approve publication of all liquor and beer applications, second by Tim Lau, motion carried.
